Some ppl have bad luck not to say it cant. 20-25% on each roll is still high RNG odds. Still doesnt prove anything. I have yet to see it happen but if its that common everyone would.
Ive rolled a couple suboptimal rolls completing an item 3/5 to 4/5. Ive landed what i wanted about 50% on tempering to complete the item.
