It’s not bugged you just won the lottery but in a bad way. It’s ok cause S11 you get to pick what you want.
Unfortunately, 13 times is possible. I believe the crap is weighted to artificially extend play time, but extraordinary claims require extraordinary proof, so

Ok let’s see some code samples from you on how you would implement it. Surely you’re even more advanced than a 7 year old.

I’m curious, how many items have you actually successfully gotten what you wanted? Did you keep track of all of those versus the times you didn’t? I’d be curious to see the results.
Not that it matters anyway. As Lazyloaf said, in S11 you can literally choose which affix you want. There will be no friction when it comes to item progression beyond finding a decent item to drop.
Also I highly recommend staying away from Sanctifying your items next season (it’s one of the seasonal gimmicks). I can almost guarantee you’ll hate it.
Apparently the temper rolls are based on the internal tick rate of game. So if you temper at the same tempo, you are likely to get the same affix over and over.
