Tempering affixes aren't scaled down to character level

Added an affix of +500 Max HP lvl15 Barb

Same with elemental surge: 40% LH chance to deal ~40k elemental damage

The second one is totally busted b.t.w.

Just pointing these out :slight_smile: , whether or not intended up to you
