I dont think it should be like this way to teleport nonstop with 0 cooldown. It sounds lke more hackspeed, but it doesnt. It is definitely broken and make sure to nerf it to bottom next season. You are not even playing the game if you teleport nonstop and I wont name streamer. It is just so stupid!

this game had streamers finding and reporting bugs since launch… blame the devs for doing a bad job, not some random streamer finding the dev’s mistakes…
You are wrong in all You Say, first of all the Teleport can NOT down to 0 cooldown, evade become Teleport and the max cooldoown You get with skill points and cooldown is 1.4 sec and in all diablo games Teleport are the prime mobility of sorc class an always You can Teleport very fast, don’t understand You complain check Diablo 2 and Diablo 3
I See some post today and some people begin to complain for things no body care, with 0 objetive and constructive analisys, is like no sense hate for anything, some of that people not Even play the Game and they not are interesed in the changes and future of the Game

It’s a super fun build so obviously they’ll nerf it into the dust.
Andariel Barrage Rogue was fun too. They don’t like fun builds being a thing.

You are not supposed to teleport nonstop, it is kind of hackspeed. Why do you think I post here? Letting devs know about this and it is all! 
This is what happens when you let Cooldowns get out of control. It just keeps happening over and over. Bliz is clueless on cooldown reduction.
not 0 cooldown, but with lots of effort in minimizing cooldowns (gears + precision tempering and masterworking) and maximizing attack speed to work with the boot’s inherent affix (attacks reduce evade cooldown by 1.5 seconds) to achieve this goal.
do not be narrow-minded when others put in the effort to gain it.
The same thing happened with evade SB but that really did get to 0 CD and you could spam it 50 times a second which affected other players negatively because of server loads.
you can never get zero cd on teleport, get your masterwork all on your gear affix plus help on ammo and ring, put teleport on enchantments to achieve 1.7 second cooldown and after that you can short teleport >attack > cooldown > short teleport >attack >repeat , that’s how it work, hope this can help.

As to nerfing anything in the game beyond broken (read bugged items) … why? This is a loot grinding solo game that the devs try to force us into a group for increased boss drops (let’s be honest, the drops suck no matter what). I will never understand Diablo players asking for nerfs on classes ever.
I couldn’t care less what a Barb is doing or a Necro etc (I only play sorc in D4). What they do has Z E R O impact on my enjoyment or lack there of. Honestly, I hope to God they leave leaderboards out or the forums will be a never ending river of tears calling for nerfs to other classes.

It isn’t broken. It is working as intended. TP spam has been a part of Diablo since D2.
I mean you say this like the streamer did something wrong or exploited a bug. It’s called building your character efficiently and it isn’t even really that hard to achieve. You don’t even need godly rolls.
CDR stacking also allows you to perma sprint on your mount. Should that be nerfed too?
It’s no different than the streamers telling you use the glitched rune to spawn the wolves non-stop which created performance issues when you get a bunch of them in the same area.
omg… omg… really? seriously? honestly? didn’t read this info though.
no wonder i experienced something weird on my horse when sprinting to look for goblins, like i never ran out of sprint charges.
there is a unique item that literally encourages that playstyle. are you aware teleport also deals damage?
now that I think of it I really want to make an oculus build lol
