Can someone who knows explain how this benefits me like im five years old?
I used to never use it, but now with synergies from overflowing energies passive reducing cooldowns, I’m thinking its worth investing into?
Unfortunately, Esadora’s is very bugged with crackling energy. Supreme Currents may not even work. For a fact, Crackling Energy weapon tempers and Overflowing energy do not. And while I cant confirm it, Bounding Energy and Abundant energy are reported to not work as well.
TLDR: If you use Esadora’s, probably skip it. If you’re Ball Lightning, probably take it.
Yes, it’s good. As long as you’re not using Esadora’s. At a minimum, it reduces the cooldown of Unstable Currents. If you have Lightning Spear or Teleport on your bar, it makes those cooldown really fast also. Keep in mind Overflowing Energy only benefits Shock skill cooldowns, so that’s about it unless it also happens to benefit Familiar; I’m not sure if it would if it’s not currently on the Lightning element.
As a potentially underrated synergy I haven’t tested, it would be cool if it worked with the Chaos power that gives Basic skills a cooldown.

I’m running a BL stormhorn build with TP, UC, Fam, Blizz, Spark, and BL on my bar. I do have LS as an enchant to proc it more. I keep going back and forth of whether to use LS or familiar. Honestly im not sure which is better at this point.
