How about being able to award a point for every level up to level 100?
This would allow for a much more sensitive build design.
The scaling would be as follows:
Currently you can distribute 5 points in skills and 3 points in passives.
From this we make 10 points for skills and 6 for passives.
However, per point invested, the ability only increases half as much as in the current design.
From level 50 onwards, the Paragon system takes over, matching World Tier 3.
That would be a huge improvement in my opinion, you can go into much more detail.
In addition, you get the feeling of constant improvement even at high levels, in addition to the Paragon.
What do you say to that?
Are there counterarguments? And if so, how can you solve this?

The counterargument would be, right now you can have all your skill tree bonuses acquired by level 49. Level 49 is a reasonable goal to reach in a relatively short amount of time.
So all the power you derive from the skill tree is available at level 49, and you need that amount of power to move on and tackle T3, T4, NMDs etc.
Your proposal would cut the skill power available to a level 49/50 in half. It would also make gaining levels give such a small power gain that players would feel levels were next to useless. Players wouldn’t have full skill tree power until they maxed level 100. Which a great many people have already complained they don’t bother to get to 100 because after level 60-70 range it’s a slow boring slog.
There’s no reason to “solve” this. Having the skill tree complete by level 49 is a good idea and already occurs. The devs solved it for you. No need to make it as dull, finicky and unrewarding as the item drop system.
So by this logic paragon board should not exist?
