[Suggestion] Introduce World Tier Stones To Solve Level Scaling Issues (Partly)

Blessed World Tier Stones and Cursed World Tier Stones:

  • are dropped by World Bosses
  • you can insert exactly one into your World Tier Statue and it automatically makes your World instance private to you and your party (note that you can still invite players to your private world instance)
  • can be removed by you at any time at the World Tier Statue
  • Blessed World Stones make the monsters more docile but reduce the experience gain
  • Cursed World Stones make the monsters harder and increase the experience gain
  • have random modifiers
  • are tradable
  • modifiers apply to all monsters in your world instance
  • in higher World Tiers the modifiers on Cursed World Tier Stones can roll much higher
  • modifiers also work in Nightmare Dungeons and are stacked on top of NM dungeon modifiers, NM dungeon rewards are modified accordingly
  • have no level requirement

Why World Tier Stones Partly Solves Level Scaling Issues

If you're having trouble finding an upgrade or are stuck on a build that's fun but not that effective or some other reason why you're not doing well you can chose a Blessed World Tier Stone to ease your pain and make defeating enemies more manageable.

If the game is too easy and you need a bigger challenge you can use a Cursed World Tier Stone.

Introducing World Tier Stones can make the leveling experience smoother and support players seeking a much greater challenge while doing stuff outside of Nightmare Dungeons.

When To Auto Scale Enemies Up

Another thing to consider is when to scale enemies up. If you do it during a tough boss fight or a difficult Capstone Dungeon run it will take the fun away from players. Perhaps it's better to scale up after players finish a dungeon or enter a new area in the Overworld.

A Strong Alternative Solution For Most Players

The solution that most of the solo players will accept as "the best solution" is to have no level scaling at first which means you have the starting act (World Tier I or World Tier II) with level 1-5 areas, level 5-10 areas, level 10-15 areas up to level 25-30 areas. The second act has level 20-25 up to 30-35 areas. The third act level has areas up to level 35-40. The fourth act has areas around level 40-45. The fifth act has level 45-50 areas. The sixth act has level 50-52 areas. In World Tier III you have level 50-70 areas. In World Tier IV you have level 70-100 areas. After a player finishes the campaign or the first capstone dungeon unlock an account wide option to the World Tier Statue to enable auto scaling, possibly with an optional -X To Enemy Level or +X To Enemy Level modifier. Note that World Tier Stones could be introduced to support these settings.

Also note that the current implementation of level scaling works exceptionally well for seamless multiplayer and at the same time is the biggest turn off for a lot of solo players.
