Stuttering fix maybe? (June 2023)

Ok, after 6 hours of troubleshooting I seemed to have fixed my stuttering issue for the most part… This bug is universal and seems to be different for everyone. It seems like a driver issue that Bliz/Nvidia need to get together and fix, but this is what worked for me. I am going to list everything so sorry if this is TLDR for most peeps, though I do think ONE thing was the ultimate fix for me and I will discuss that at the bottom. Anyway here we go.

Max Foreground FPS 237 (My monitor refresh is 240 adjust yours accordingly)

What I think ACTUALLY fixed it for me was two things. One setting the cap on framerates to 3 fps lower than my monitors refresh rate AND matching that with the in game FPS Background/Foreground. Once I did these to things most of the stuttering went away and I have 140 to over 200 FPS (stable and normal fluctuations). It isn’t perfect. There is still small amounts of stuttering (minuscule in comparison), but the gameplay is fine except occasional stutters when loading new areas and high congestion large graphic changes (like riding my horse through new areas). The leftover stutter I am still experiencing, IMO, can be attributed to my old i5-7600k not being able to give my 3090 instructions in time (upgrade inbound). Anyway, these settings worked for me, hope it works for you.
