Character is in required zone. Cannot leave because blocked exits by wind walls. Boss does not spawn and cannot teleport out. Have to leave game and join back and redo the stronghold again before it can get a possibility of letting me complete it. I have several alts this has happened to and it gets frustrating having to clear strongholds multi times when they just don’t let you finish. I suggest making strongholds once clear per season.

I also randomly have this problem of being unable to complete a stronghold. It’s the one in Dry Steppes in which you have to raze a bandit camp. I kill the first 2 lieutenants then can’t get to the third because he’s behind a locked gate and the key didn’t spawn. It seems the game has issues loading some stuff. When in this state, the game immediately crashes when I try to TP to town. Today is the 3rd time it happened to me. When I reload the game, same thing as you : since my starting position is inside the stronghold, every asset is correctly loaded and I can complete it.
