Whatever. You don’t even get to use a mount right away until you’ve progressed through the campaign. Meanwhile… let’s trek throughout the entire open world which is vastly large, no complaints but… and advertise to the consumer that we should buy a mount and its accessories to start our journey with that stuff (that we don’t get to use right away) cause that’s how it works.
In Sanctuary, horses are rare, so rare that nobody sells them. Only after you earn the trust of a man, does he offer you a horse.
I never read or heard such a thing, that you can start with a horse. And in all the tests we did not get a mount. Everybody knew you had to do a big part of the campaign to unlock the horse, pre-order or not.
You start with a horse but it gets killed in the intro.
Blizzard even trolls you with mount Quest.
At the beginning of act IV you go back to act 1 cathedral, and Dogman say this monologue in a free writing:
“For the next quest, you have to travel long distances, and I hope the church gave you a mount to shorten the travel time, like they should be”…
“No…” (You)
“Of course no, this …”
100% sure, the quest designer and dialog writer were not happy to give the mount in act IV.
My guess, they had the mount originally in act 1, and than somebody overvoted them, and they had to put the mount in act IV.
There are a lot of NPC’s with a horse.
No one will know if it was my Fireball that hit the guys head.

so heres the thing about this game.
You only need to start without a horse if you do the main story. Since you can skip the main story after completing it once, you only need to experience the horse-lessness once.

My favorite part of this is the devs said for over a month that you get it sometime during act 2. Some of them stumbled on the question as if they don’t play their own game and know the answer. Then the answer they give isn’t even close.
Would have been nice to have it when they said. Now that I have it, it’s not a big deal anymore.
I gave up and rode a scorpion instead in act 3.
