To you, yes, multiplicative changes need to come down the pipe for Ice Shards. The glyph is an obvious place.
the only workaround, for now, is the % chance for ice spikes to deal double damage.
Another possible change:
Remove the Stalagmite aspects and grant their ability to the generic blizzard skill.
The skill has no use aside of those aspects, there is no reason to put more than 1 point in it at all when you do pick it up.
A compromise: maybe adding skill points to blizzard improve Stalagmite damage.
Probably better to do what they did with Lightning Spear; that glacial aspect is changed to do a portion of Blizzard total Damage over Time as Ice Spikes, to encourage ranking up the skill, and massively buffing the damage over time aspect from it’s current pathetic.
Me? I am hoping for the more drastic solution of changing all instances of Ice Spikes to Ice Shards so that Blue Rose works with Glacial Aspect and Ice Shards, but it would be a funny build to spam Blizzard but to use Ice Shards skill points to scale the damage.
the real damage is not by blizzard itself but the ice spike damage, you can out 1 one point of five… it will be the same.
My point was: Blizzard as skill currently has no use.
Instead they could turn points invested in Blizzard to something improve Ice-Spike damage in the same venue they did with Lightning spear and its aspect.
Ice spike damage need to be multiplied by the amount of damage Blizzard does as well.
It makes sense, if the Blizzard itself is harsher, the spikes should do more damage.

The Ice spike damage is governed by the glacial aspect. so they become and addition to the damage over time done by blizzard.
when you have ice spikes because of the glacial aspect, those do damage on their own
blizzard alone = damage over time from blizzard
blizzard + glacial aspect = blizzard damage over time + ice spike damage
(dot damage + additional constant damage from ice spikes)
I still think your Blizzard modifiers should affect your Ice Spike damage.
Logically speaking, it is sound.
It should. It allows the build to scale. However…it’s all up to Blizzard. It’s been 2 years with worsening balance, particularly for Sorcerers.
I don’t know if Adam Jackson was the issue, but we certainly need new blood at the helm. I’d probably reassign the entire balance team at this point. Clearly, and for whatever reason, they are not up to the task.
Unfortunately, the damage comes from the glacial aspect, so that is another damage added to the real blizzard.
They just need to rollback the change made to Ice Spike aspect. Replacing the damage by chill just made blizzard useless.
They need to make ice spike damage scale off Blizzard damage. It makes sense, the harsher the Blizzard the more impactful ailments implied by it.
This is exactly what they said they did for 2.2 that is coming. All ice spikes now scale based on skill points spent for blizzard, ice armor and deep freeze.
