It is nice if (Two-handed) Staff only occupies 1 weapon slot without removing Focus from Off-handed slot.

Then nobody would ever use wands. If you bumped up wand power to match staves there would be virtually no differencce between the two.
If we still had the system where you can choose how your attribute points are distributed this could be easily solved by making wielding two handers as a one hand be a strength based requirement.
Have you seen the quarter staff unique that the new class is getting? By the logic of what you are saying (which I agree with), no one should be playing with wands and focus. they should all be using that quarter staff and by extension, not playing Sorc as well because currently the new class will just be a better sorc with shorter staffs.
