Legendary Item having Stable Aspect is broken and not triggering.
( Stable Aspect provides a chance to trigger a free cast from Unstable Currents while it is not active. Your Shock Skills have a chance to trigger this free cast.)
Full lightning build using only shock skills. I’ve been testing it for a while and the item has yet to happen once (7%) chance vs hours of gameplay. It’s definitely broken, at least on my item (natural sacred legendary gloves.)
