Spiritborn: Why Scourge and not Toxic skin everywhere?

I started a Spiritborn this season (didn’t wanted to play it last season when everyone was running that OP broken class) and after trying some builds, i finally gave a look to the ominous “Quill Volley build”.

One thing I noticed that everyone, literally everyone is using Scourge as an extra damage dealer skill. And it has a huge drawback. The fear factor. Yes the build is utilizing on different sources of Vortex pull in mechanics, but is still annoying, and if we take other skills like Toxic skin, which has a higher damage potential and debuff on enemies like vulnerable, or Soar, or even ground stomp, i don’t understand why Scouge is the one every variation of Quill Volley is using.
And slow on Scourge is also an effect we can easily get elsewhere.

What presumably obvious point i’m missing here?

Well since nobody can answer it i guess it is the usual one guy said: “this is the way” and everyone followed.

Enhanced Scourge gives you up to x50% damage bonus against crowd controlled enemies, that’s why.

During leveling and occasionally in end game the 60% max vigor regen is also very useful.
