Sorcerers Shocking Impact lvl 3 damage 0?

My level 3 Shocking Impact went from dealing 400+ damage to stunned enemies to 0 two nights ago after I was disconnected from the server. I have not seen or read anything about it being reported, nor was it right after a patch.

What’s going on? Is it just me?

ps I tried to show an in game screen shot but I can’t post a link.
