Sorcerer's Protection passive bug/nerf?

The “Protection” passive (3 sec barrier when using cooldown) is no longer working with the Teleport Enchantment. I just tested again and it definitely works on the live build (season 3).

Can we get a confirmation if this is a bug or an intended nerf that wasn’t mentioned in the patch notes?

I have a similar problem and I would like to see this fix.

While they’re at it, make it count for all appropriately applicable checks;

Currently the dodge teleport enchant (occulus or actual enchant; both behave the same, according to brief testing) triggers:

Undying aspect
Protection passive (hopefully still after ptr)
Dodging grants move speed on boots
Rainment of the infinite unique effect

Its does not trigger:

Counter for ice blade enchant
Frozen orb enchant

Consistency would be very welcomed; adding towards the ice blade enchant would go a long way in terms of actual impact on gameplay.
