Best guess is that either the newly added “extra” greed shrines are missing the goblin buff - OR - The original shrines are missing it.
Either way, this should not be. Any greed shrine you click during this event should give the same buff (with the goblin icon) and be capable of spawning treasure goblins.
But when you click one and don’t have the treasure goblin icon, you do not get treasure goblins.
