its not broken. broken would imply there is a bug. but there isnt. basically blizzard made a huge change to ball lightning when season 2 patch came out and it made it, yes very overpowered, but working according to the current tooltips. the problem most people seem to have is they are trying to use last seasons tooltips to try and calculate ball lightning and say it is broken. that is not the case. it works exactly as designed, they just didnt have a ptr and test it to find out how op it actually is before releasing the season. now they have previously said they will not nerf over performing builds mid season and will wait till end of season/new season to make balance changes. now an example of an actual bug is rogues able to get 20 combos points with Tibualt’s Will and do 10b damage in 1 hit. that is a broken interaction and a bug, as rogues are supposed to only get a maximum of 3 combo points. that is an example of something they will fix mid season because it is a bug
