Not only that - it can also happen, that you find Ancestral Gear with the minimum aspect. You should have seen my face while observing. 
I don’t know…but as it is right now, we probably hit Paragon Level 300 and still don’t have upgraded our aspects - probably not even half of them! That feels wrong. Right now I am at Paragon Level 229 and don’t have a single one upgraded to let’s say 18/21 iirc. That does not feel good at all.
If at least 750 items had a smaller chance to upgrade the aspects as well.
