According to devs in an interview the world should scale with you at lvl 1 and you can go anywhere with Skip Campaign. However at the moment the world is scaled to the campaign order, with up to lvl 45+ areas instead of it all being lvl 1. Seems like a bug.
I just encountered the same issue. Not seeing many answers floating around either
I’m actually fine with it, reminds me of d2 a bit of traditional mmos
But then every season, you’re stuck going in the same order. It should be a fully open world so you can level in Dry Steppes or Hawezar at lvl 1 if you want to, not just Peaks into scos into steppes into… etc. every time.

that is exactly what the issue is. you are locked to certain areas because the level scaling doesnt work properly at starting level if you skip the campaign. even though the devs basically said if you skip the campaign you can just jump straight into whatever you want.
