Its because itemization is stupid in this game. There is no progression with it and too much random affixes/rolls. Time spent in WT3 makes you optimize gear by the end of it. Loot that drops other than weapon dps in WT4 often has either worse affixes or same affixes with worse rolls. Same problem in eternal realm. I went from 60 to like 80 before I started getting some upgrades.
They can solve this problem by having bottom end rolled ancestral be at worst top end rolled sacred. Possibly also adding a 5th affix.
