If you click on a shrine while mounted you don’t get the shrine effect. The shrine is still consumed, but the effect is gone.
The same some times also applies if you gain a shrine effect without mounting, and the mounts up the effect is gone again.

I noticed this as well, SO ANNOYING! I could not figure it out for the longest time but randomly noticed it was after dismounting.
Also have this. If mounted you cannot gain a shrine effect. Tried with multiple different shrines in mutliple areas

I kinda doubt that it is a bug. They did not write anything in the patch notes, but I believe they changed it so it is not too overpowered to just use a shrine and ride off into the distance with it. I am quite ok with the change tbh.
Actually seems like a bug in every manner, it simply destroys the shrine buff with no feedback whatsoever. If I were to dismount take the shine and mount again it would work I can still go anywhere.
