The Buff Bar UI is bugged for all shouts between Druids and Barbarians; the green buff meter on the buff bar displays for all other skills except for shouts between the two classes. This includes Druid’s Debilitating Roar and Blood Howl along with Barb’s Rallying Cry, Challenging Shout, and War Cry.
