ALL I have ever gotten from crafting a random Mythic unique has been Shattered Vow, for 3 seasons (8 attempts in total).
I know… “RNG be that way”. But honestly… no it doesn’t be that way.
What is your experience; does Shattered Vow drop WAY too often from crafting a random Mythic at the BS? Is it just Blizzards “eff u, try again” item?

For me it was random in the end.
I mean, yeah, it could seem to you, that there is some flaw in the rng but in the end, to be honest, 8 attempts is a way to low number to make up such assumption.
For me shattered vow never dropped there. Last season maybe 10 times i did this and this season 4 times so far.
Also very low numbers, i admit, to completely counter your question.

i only get melted hearts, GFs and 1 shako. 7 tries in total. rng can be a cruel mistress.

I mean that is RNG unfortunately. However, Shattered Vow shouldn’t even be a Mythic. A Mythic should never be useless.

Bad mythics are fun for leveling.

You’re just unlucky. That’s it. i’ve created over 20 mythic caches at smith this season already. And I’ve been getting variety.
The RNG gods like to have a laugh sometimes. I tried really hard to get Harlequin last season for my QV Spiritborn and got several Shattered Vows, Tyraels and especially Shrouds. The very first mythic I got this season was a 3GA Harlequin off a T1 Beast in Ice…
I need a Shroud for my sorc and it won’t drop for the life of me.
Yeah Shattered Vows were all over the place during season 5
