so what i understand, sepazontec should make my basic skill always use 3rd attack? im using thunderspike so it should always do the 3 shot attack. but it just casts it every 3 attacks. or im not understanding something?

Yes. It is supposed to use only the 3rd attack : 45% attack + reducing the evade CD by 5 sec.
Are-you sure you have no conflict with a chaos perk?
The chaos season makes lots of bugs with skills. It surely was not possible to test all the combinations of perks/skills/builds I guess…
