I’m thinking I may alternate between each port to town. One I’ll salvage, the other I’ll sell. During the server slam I died a lot on Ashava and the repair bills can be high when everything is busted. Especially at the lower levels. Will probably be a non-issue come end game.

Pre season I will salvage everything I think for the transmogs.

Salvage everything until you have a solid foundation of materials, then only sell white/blue items and salvage the yellows for the veiled crystals

salvage everything, if at some point I ran out of gold then I will just sell all the white and blue stuff, I keep salvaging yellow… and if it really becomes a crisis then sell em all until you can afford what you are trying to do with the gold at the time.
You get way more gold for gear vs a weapon, so you can always make a determination that way as well.

Salvage when you need mats, sell when you need gold.
Drops are infinite so there is no real issue here.
