Is this still a thing? If so how do we route feedback to the streamers and then to blizzard ?

The Streaminati is a myth, an urban legend. 
Streamers have a contact email they can use to leave feedback for Blizzard. So if you would like them to send feedback on your behalf you have to contact a streamer and ask them, that’s the only way. I doubt any of them would, unless you know them personally, or have been following them for years and engaged with them regularly.
