Oh they are happening. The data mined stuff comes from the game client build itself, likely a streamer release.
You don’t need Blizzard to validate it.
Also keep in mind before coompletely panicking that the numbers will be adjusted as necessary after the PTR. Does that mean they will be perfect? No. 
But we can hope.

Your best bet is to wait and see whether you play the PTR or look at someone else’s feedback from it. There is no point in getting worked up right now.

The real endgame is to try to make something new, with the same seasonal power we had the last 2 seasons =)
Incorrect. Very, very incorrect.
The PTR is when you’re supposed to be crying. By the time the season comes out it is too late.
Expect a lot of these changes to be dialed back some in the actual season. When they test on the PTR, they tend to exaggerate things to one extreme or the other.

Tempering additive bonuses, implicit damage bonuses and maybe more will get addressed, because they were chaotic to say the least.
Now they are getting normalized.
Why should summon damage be lower than crit damage?
It shouldn’t, now both will be the same.
Overpower was much higher because we weren’t supposed to overpower all the time. Now the bonus is much lower.
Let’s say the devs should have addressed this about 3 seasons earlier, but better late than never.

I haven’t seen a streamer yet that made any common sense and weren’t talking out their @#%^&$ to generate clicks. A streamers opinion is no more relevant than any other random internet persons opinion.

Do you understand what a datamine is? Of course it’s in the game. That doesn’t mean that will make it to the actual season. They will adjust some things before then, but this is the PTR version of the game. Most of that will make it in because they rarely adjust things up more than a few percent, while they will completely destroy something if its a little OP.
