Have rare seal, level 53 requirement, i am level 54. Not class restricted, but it isnt active or allowing me to slot charms nor the charms giving me stats. I am playing self found hardcore and need to gain this extra power. Picked up as i am playing the campaign.
Some of the seals are bugged - if it doesn’t specify the number of slots granted, it’s probably one of the bugged ones.
got the same problem than you. I think any of leg seal you get from campaign is bugged
Yes i had to search around and found out that yes, the seal dropped with no slots…which is crazy for a seal to have no slots…luckily it wasn’t a huge issue and not like loot lasts super long at lower levels, but just annoying because i wanted to get 5 slots (that the legendary gives) so i could put more charms and had to wait.
