Scroll of Re-Temper, make it actually rare, allow us to use multiple times on same item.

I am fine with the Scroll dropping once a week behind gated activities like Dark Citadel Raid.

But allow us to use it multiple times on same item !!!

I already bricked couple of GG items already, Scroll provided little help.
