4 characters to level 100 on eternal, a level 90 on the seasonal server.
I do every helltide in Scosglen and open every chest, open every chest in Scosglen, I do every Scosglen legion event, every world boss in the area.
This mount has never ever dropped for me.
I have good drop rates for my gear, for instance I have gotten 3 Tempest Roars before lvl 90 on my druid. But this mount is just beyond my grasp.
What am I doing wrong?

I just decided to reply to your post with the only one that makes sense for another player. Yes, I have it, yes, it drops.
What do you expect? Another player to play the game for you? Alter server code to trade it to you? Force Blizzard to make it drop? I mean… not really sure what you want, unless it’s a pity party.
Mine dropped from a Legion Event in Scosglen, I believe.
I get the ghastly reigns almost once a week now from other Legion events.
And I want you to be civil instead of mean; nice instead of crude; and to learn how to play well with others. However, I am sure that your response is going to be of a similar nature to Shivera.
It’s not just you, same for me, never dropped.

Which I affirmed - it does indeed drop. So which is it? Are you seeking to determine if there is a glitch and it doesn’t drop? Or are you again seeking your daily therapy echo chamber of “yeah, I don’t have it either”?

If it can help you regain faith, I dropped my scosglen barding in a scosglen helltide chest (a 250 one). Actually most of my barding/breeds came from helltide chests.

I have problem with this barding too. I’m doing as many legion events and helltides as possible. In helltides I’m aiming for cheaper chests so i can open more. Please let me know if u get this 
Btw, did any one drop it from Scosglen dungeons? or maybe from blue quests in Scosglen?
All I want is the option to ride something that isn’t a horse, they all look to similar and I feel like I’m riding a Barbie toy.
