RTX 4090 Low FPS, Clunky

Hi,

I’m running Diablo 4 on a 2560x1440p Monitor, 32GB RAM, Ryzen5800x3D CPU
On Diablo’s Ultra Graphics Setting

It’s felt very clunky and I’ll get 90-110FPS when doing nothing in an open area, 90FPS for average gameplay and feeling very clunky where it will drop/stutter below 30fps

I’ve mucked around with Fullscreen and WIndowed Mode, I’ve Unplugged my Rig to be a Single Monitor Setup, I’ve gone to Nvidia Default System Settings no success.

Similar Tech Specs that are Identical or less than my own are getting 260FPS Average FPS or More

Drivers are up to date,
I don’t know what to do.

I had to use the frame generation option to get my fps to the rate I wanted,150 fps. I have a 4090 as well.

As a comparison, any stuttering problems in PoE dx12 or Vulcan?
