There are a lot of things in the game that need attention. Some skills are completely useless in relation to their alternatives. If they were taken out of the game it would make no difference as no one uses them.
That’s the state of game balance at the moment and has been for 8 seasons.
The effort Blizzard has put into game balance is on the level of when a kid is told to clean his room and he picks up 1 garbage wrapper. Or 1 toy or peice of clothing. Then he goes right back to being a lazy good for nothing.
