I would love if the game become “really” RNG, but this time to avoid assumptions I will keep the old saying in mind…
“Never attribute to malice that which is adequately explained by stupidity”
So please:
1 - Fix your RNG algorythm!!! Maybe add a shuffling one before the option pick.
OR
2 - The great magic of keeping a player engaged on a rigged system or Skinner box is to fine tune and balance/hide it in some way the “cheat” is not obvious or the user will not keep playing.
Also, remember your experience with the 50% legendary drop on Goblins, your 0.5 (data analysis side) was not reflecting your user perception, so change the RNG algo or adjust your model properly.
