I have the same character, same level, same master working and I can see the “resource generation” and “resource refund when killing with a core skill” are working on soft core. It’s obvious to see my Druid resource refilling as I walk around, kill stuff, etc., however, these same affixes DO NOT work on hardcore. Feel free to look at my characters as they have the same equipment, affixes, etc.,
