It is my humble opinion that in a multiplayer game as such, items that restrict you from playing with other people serve no benefit, and are a hinderance to promoting growth. I believe resolute and united tags should be removed, as it should be a given they work with all players in party.
How often I see new players in chat asking if anyone wants to join them on some runs, only to be told ya cant. Shootin yourself in the foot with “resolute” tributes.

You should have both options in game, just like there’s no reason to have a complete level that FORCES the player to be in a party to complete it…
If i want to play solo, i play solo.
If i want a party to play, i join a party.
BUT I CHOOSE!!! Not the dev’s!!!
There is a lot more that needs to go than this. With these jokers at the helm we can rest assured none of it will ever happen.
Actually, I’ve never understood why they wanted to create two different types. If there were just one open to both possibilities, there would be less confusion (and apparently fewer bugs). I do understand, however, making the mythics one one-way.
I’d also tweak the drop rate a bit, some of them I find in excessive amounts.
Both options are there … use the ones you want when you want?
What they should do with tributes, would be to allow to recycle them, at least!
Or HEAVILLY nerf the drop rate…
You know you can use united ones by yourself… So eliminate the tags and play with your friends or by yourself, and not have ones that prevent you from playing with friends because theyll only drop for you…
I agree with titan and harmony, i just drop stacks of 99 on the ground and leave the game lol.

Id use that as argument in favor of eliminating resolute and united… Resolute drops around 4:1 in just my experience (I got 45 radiant resolutes and 12 united). So I’d prefer a lower drop rate, eliminate the tags, and can play by yourself or with friends on all tributes… I see no benefit splitting them. Just my opinion I guess…
Edit: My bad, I think I mistook that. You’re suggesting that united tributes have better drops or chance at higher quality drops. I cant say I’ve experienced that, but it could be a couple percentage points or the like and be hard to realize. Seems to incorporate that aspect, just do the same thing they do with party XP. If ya in a party runnin a tribute, % bumps up on higher quality drops?
