I like playing with fog of war, for the exploration side.
However on D4 even when redoing a character, the map is fully revealed
Possible to restore the fog of war?

I would rather have my tenders smashed by a mallet than do this every reset
Then after my tenders have had the living 
beaten out them they can be floured up for frying.

sadly not. this has been requested in the past. Maybe theyll add an option to toggle this in the future. so far there wasnt any reaction from the devs regarding this tho (at least not that i know of), so i wouldnt count on it.
Cant you just elect to complete the story again when rolling a new character?
Doesnt that reset the map, all waypoints, and the shrines/story etc?
I have never done that, am just asking.

im not 100% sure, but i think even then the map is revealed, just like statues of lilith and renown is unlocked.

That is weird no?
I would figure resetting the story and shrines would reset the map as well.

This would only happen when you switch from HC to SC or vice versa. Once the area has been opened up it stays for all other charters.
I’ve thought this option should be available, but thinking about it the odd’s I’d ever actually reset completely are pretty remote. I don’t think the devs would want to spend time making it an option when few would actually use. Not really sure it would be possible at least on seasons.
I’ve seen this suggestion once before, several months back. I wouldn’t have an issue with the option being in the game for those who want to use it. I wouldn’t personally use it myself, but doesn’t mean others wouldn’t. Although I feel this wouldn’t make the list of changes they have planned, not sure it ever would if we’re being honest. Good luck though.
