please if you wont fix or enhance temper ok here is the solution
just remove the ability to BREAK your items …

That should be the solution.
Move tempering affixes back to when the item drops. That is where the RNG belongs. Make the items drop with 5 affixes.
An alternative could be; move one tempering affix back to the item drop (so 4 affixes), and 1 can be added at the blacksmith, now without a limit.

I like the tempering system much better than what we previously had. Rng is a core part of the game. Not every item is meant to be BIS. There has to be a chance to fail.

but it doubled my flurry
don’t remove it, the tears are delicious. the acidity is a bit higher cuz of the sadness which makes it exciting
You didnt break your item you just have room to get a better one. 
Its easier now to get a 5/5
