Currently level 81, have yet to see recharging aspect in season 3. Does it still drop? Did they remove it? I still have it on my eternal character but i cant get it to drop on my seasonal character
Yes, but now that the game knows you are looking for it you are cursed and it will never drop. Better to switch to blizzard build. Then you will never see another glacial but you might start seeing recharging.

This is how it is with all Resource Aspects because they can only roll on rings, which also means they’re competing with the pool of Offensive Aspects.
I saw maybe half a dozen last season, most of which were minimum values. And that’s with me spending every Obol I got gambling on rings. They’re super rare.
I’m visiting this section for the first time specifically because I have the same problem.
The aspect exists in general. I found a perfect one (and a few weak ones) in the first week of the season somewhere in WT2 or WT3. But since then NOTHING! It’s been almost a month and I still have to use my old 6xx power ring. I’m starting to wonder if it even drops in WT4. I keep spending all my obols on rings, hasn’t helped.
Yes. Here is the thing. Diablo uses advanced artificial intelligence to make you play longer and to trigger the feature, ATCOOU (annoy the ### out of you). Here is how it works: they use LLMs to determine what build you are using and to extract what what aspects and gear you are missing (and that you should be looking for). They also use LLMs to comb through your chats with other players to derive insighta… so if youre saying all the time “why cant i find Conceited aspect”, the algorithm will reduce the drop rate of said-item. So the best thing to do is change your build to frozen orb build and frequently type into chats “i hate aspect [insert aspect you need], and it is completely worthless” and then the algorithm will adjust and it will drop frequently.

Nonsense. I’ve found many copies of all the other aspects that I use.
That’s the ultimate lure and troll. Give you everything else so you can build towards it and then withhold the last piece so you keep grinding for it. 
Also had plenty of all aspects for my barb last season.
Also to let you know, user GROM is an AI Blizzard chatbot, and the acronym stands for Grumpy Robot Overlord Manger. The GROM chatbot automatically disagrees to chatter on forums questioning the veracity of blizzard RNG, with the intent to confuse and discombobulate.

If it makes you feel any better I’ve only gotten 2, 2.5 recharging rings, currently level 100.
While I was leveling they were as rare as hen’s teeth. At level 100 I’ve seen several drop - of course that’s after respeccing away from chain lightning.

I’ve gotten two that are 3 for each bounce in the past 8-9 days. They’re from mobs in t85 and higher nm dungeons
Yeah and come to think of it my favorite is my cl/ce girl and the recharging aspects that I got recently were both dropped for my blizzard sorceress. They’re both lvl 100 as is my cb girl… come to think of it my cb girl hasn’t gotten a decent rc aspect ever… sneaky game even though she doesn’t use cl
Today finally found one, but it’s only 2.5.

In S2 when I was playing CL, the first one I found while leveling was a 2.5. After that the next four I found or gambled for were literally all Codex minimums. I wore a Sacred ring well into T4 because I just could not find a decent replacement aspect. I finally found a 2.0 and went with it, then replaced it shortly afterward with Starless Skies. Naturally, I found a 3.0 at the very end of the season.
