Idk if its just me but I would love to be able to re activate the campaign on my higher level characters in higher world tiers. I just think it would be cool.

No you can play your way, as long as it happens to be the same way blizzard wants you to play.

I’m 42 and have the mount unlocked but haven’t finished the campaign yet. When I do is it automatically locked for my alts?
You can choose with your alts if you wanna skip the campaign or not, as long as one of your characters in that realm completed them.

No. Each character has its own separate campaign progression. However, once you have completed story you can choose at any time after subsequent character creation to skip the campaign. Please note that this is not reversible.
So, you can start a new character, play campaign til level 33 and then decide oh no im bored and just go back to character selection and skip campaign to put yourself straight into the end game activities.
