Its true. Just based on S10 they should have had a better idea what to do in S14. S10 and S14 are very similiar.
This is really the most frustrating thing about D4.
I mean, you HAVE a test server…
You ask for feedback during the test phase…
Yet every single time, there’s some issue.
Something they buffed on the ptr is overperforming, so they nerf it. AFTER they tested and released it!
Some mechanic everyone told them would suck, ends up sucking, and they have to change it.
Seriously, why do they even bother with PTR at this point? Just take the resources that are spent on it and actually fix the bugs.

the problem is, almost everyone tested the ptr using Mrak, the cheat vendor.
within the first hour, everyone had already min-maxed their gear to perfection, so they never experienced how rare the iconic mythic drop rate actually was.
on top of that, because the cheat caches directly provided noncrafted mythics, no one noticed how harsh the rule that you can equip only one “Crafted” mythic.
as the result, failed ptr, failed testers, failed season 14 live.
