Yes and no, was yes too much for nearly everything in the game, expect Masterworking.
Masterworking is something Blizzard want you to achieve for T1, they writed it in the new difficulties explaination.
But when the reset cost 5 millions each and for get what you want you can need 100/300 millions, you understand players need a good amount of gold to do it.
Actually you can get less of 10 millions with around 800 aether in T3, some people said in T4 the change is minimal.
Even if you finish the Infernal horde in 11 minutes, 1 minutes per 10 waves and 1 minute for the council, you will need between around 16 and 55 hours to masterwork to max level, for one time, each piece of your gear.
Masterworking should be something basic for Blizzard, but dedicating all this time to a basic activity is simple wrong, farming gear should be the main thing, not farming gold.
Add to this there is a problem in the gamemode itself, the aether quantity do barely a change in the gold reward, from 500 to 800 in T3 means you get 7-8 million to 9,5 millions and in T2 the same quantity of aethers give barely a different reward 6-8 millions.
Basically quantity of aethers and difficulties do barely a difference and this is a bad error of game design.
So the solution can’t be simple reducing the reset cost of masterworking, but Blizzard must fix the scaling of infernal horde, because now you need only 200 aether to open the chest hoping with the exclusive uniques of infernal horde and nothing else, hoping the difficulties at least for this chest do some relevant differences.
Basically the best way to play infernal horde is with the lowest waves sigil you can find, get the 200 aether and stop, trying higher torment hopefully help at least for gear chest.
