First of all: Of course I may be wrong 
But it seems that Rapid Aspect is not working. I have a Necromancer with Reap as a basic skill. I have imprinted Rapid to a ring (+28% attack speed) and it seems to me that it has no effect. Please tell me if I am just stupid, but here is how I tested it: with both equipped and unequipped ring Reap skill makes exactly 17 swishes in 10 seconds with holding a SHIFT key. No other item grants attack speed for Basic skill. I use a 2H sword as a weapon. Any suggestions? A bug or am I missing something?
That is how I would have tested it, and I would have expected to see the animation attack faster.
Sounds bugged to me.
Do you think devs are reading this topic or is there some special way to report bugs?
They say the read all of them. They very rarely post here, but that has been typical for all of D3’s history.
I think this is the best way to report bugs.

I think i’m having the same issue, i’m playing barbarian and i have a 2h weapon with the aspect at 50%. my basic skill is lunging strike, and the only time i can feel the attack speed is improving from not having the aspect is by using an assault elixir… other than that it’s like i’m playing without the aspect.
If something is bugged it might be specific to certain skills - it works just fine on my Druid with Wind Shear and Earth Spike.
