Question About Chill Application

Does chill application scale with damage dealt? I’m using blizzard to freeze enemies to proc my ice shards enchantment. I’ve specc’d into additional chill application through the passive and paragon board. Just wondering now if a single point in blizzard is enough or if I should max it? Most of the blizzard damage comes from the ice spikes. The only reason to max it would be if it freezes enemies quicker.

Damage does not affect chill in any way. Your chill application on the Paragon board is additive to the basic chill of Blizzard.

18%+4%+4% = 26% chill

Can be further enhanced by the Cold Front passive = 24% “increased chill effect while you have an active barrier”.

26%*1,24= 32,24% chill

32,24% chill applied per second to the target, you should freeze them after 3-4 hits of Blizzard.

One point in Blizzard is enough, for some fights you want to improve the branch until Mage’s Blizzard. Blizzard’s damage is irrelevant.

Do frozen enemies take damage from effects that derive from “damage to chilled” affixes and the rare glyph? Is the frozen condition the same thing as a 100% chilled enemy?

I believe frozen means both chilled and frozen status applies. The weird one is chilled =/= slowed.

Some chill application is based on lucky hit. It’s why frost bolt enchantment (up to 15% chill on hit) with Ice Shards doesn’t result in freezing an enemy after just 7 shards.

Suppose you have enchantment and 20% LH on IS. That would give each shard 3% chill instead of 15% as it might lead you to believe.
