I have cleared the stronghold, unlocked the dungeon, killed the monster inside the dungeon and collected the eyes. I went back to Kyovashad but the NPC in the shackles (pillory) is no longer there for the quest turn in.

I can’t even get the villagers to attack me. LOL stuck on the bit where it says survive the crazed villagers.
