Before i go to the bug forum. Is this a new feature? When i port to another waypoint i can see the questgiver on the map. I can port to the area, ride to the area, its empty. I can reload the game once, i can loggout etc… it stays empty. If im super lucky after lots of relogs he/she/it magically appears and i can finally turn in the quest.
Im a Xbox peasant (theres 0 activity in the console area so i bother the Pici masterrace forum).
This is annoying like hell. Maybe it should be like this 
what quest and area? more information would help

I indeed should have started to make a detailed list but i did not expect that it happens so often. 
When this happens its not only the questgiver who vanished. Theres no people in the area left.
Sounds like a very odd loading problem in general. If you’re teleporting to places that should normally have NPC’s not just the quest NPC, I’d definitely report it. Especially if it’s becoming a common occurrence.
Im currently doing every single quest again. Lets see who will hide too on my journey (mysterious music playing) 
I can also remember the Jirandai Waypoint in Dry Steppes have been plaqued by being empty when i ported there during helltides when i visited the blacksmith. But that was at least 1 month ago.
I will keep an eye on it. From now on the hills have eyes. (insert your favourite evil laughter)

But seriously, never heard of that issue or seen it. But again, you say it’s on Xbox. Didn’t touch that version yet…
So maybe, try see if Xbox forum users had issues! Dunno man! Just don’t drink…TOO MUCH!

Scorched Depts (Dry Steppes, Speak with Lyruk, hes invisble, i ported to Fates Retreat, there i can see the blue mark, just the place i left. I will port back now. This time im lucky. now hes there. 
Hunting The Relic Hunter (Dry Steppes, The Accursted Wastes, Find the missing relic hunter, as soon as i left Ruins Of Qara-Kisu and entered the new area the blue marker is gone and nothings there. I port back to Qara WP. Yepyepyep blue marker is on the map. I port back to the quest place. Lucky again, Quest NPC Abaan is there now.

One DOES simply NOT do quests!
I must… do all quests again… i do it every season. 100% map completion. If i open the map and look at the menu and i see a single missing dungeon or map i turn into a werewolf and nomnom wanderers feeling save. 
I know i dont have to do it but i have to do it. niahahahahaaaa 
That actually happened to me. I had to join my friend’s world to see the NPC.
Ohh… while hunting the blue markers a loot goblin appeared. Gave me a 3 GA bow, with exactly the stats my filthy Andariel Rogue is using. Can i brick it?

Yea I’d leave a bug report anyway. This doesn’t sound normal by any means, and it may just be specific to Xbox as well, but still needs to get fixed.
