There is a bug or oversite in the quest Quelling Hatred
At the stage, ‘Speak with Cyra’, if you come up from the south instead of straight from the sanctuary, you can break the quest by destroying portals on your way up.
We wanted to move forward with the Fishing questline. Did that. Then, coming from the south, the portals were present.
Destroyed 1-2.
This left us stuck at 4/5.
Either the portals need to not spawn until the next stage of the questline, or respawn, or some other solution.
