PS5 Spiritborn not available, not registering that I bought ultimate edition

PS5 is not showing I own the Ultimate edition, so obvs can’t make a spiritborn or do any expansion content.
Playstation website does not pull up the page when I go to look at ownership (VOH shows but throws an error when I click it)
Console itself shows two versions, that I have the “D4+VOH package” downloaded, but wants be to re-buy.
Blizzard website shows ownership and shows transaction history for ultimate edition.
No update available to download. Manage game gives only language pack downloads.

Update: multiple people on the forum have advised that they purchased the expansion through the in-game shop and were delivered a battle.net license, not the license relevant to whatever shop/platform they were in.
I’ve tried multiple times to get blizzard to acknowledge it and provide a refund… They keep saying it’s not refundable.

I opened a ticket with the California AG about it… If they didn’t properly route/ deliver the product, then they owe a refund. They can deal with the state about it.

You must first purchase a skin in the shop before the DLC can be accessed on console.
