Consuming a new provocation proc on another skill will remove it from cataclysm causing the remaining duration to no longer overpower.
I previously reported it as a shroud bug but what was happening was that I needed to maintain bear form via Pulverize so I was consuming the new provocation stacks more often making me notice the bug.
