Weird. Just checked a few minutes ago and it wasn’t available for me.
2 things restart battle.net and if its still not there restart pc.

Same here, cannot be installed yet.
Edit: And of course right after I posted the above it came available. 
EDIT: What Azeron said. ^^ I tried restarting battle net then did reboot. Then it worked.
Mine didn’t show at first, I did a reboot because I uninstalled the beta before. When it came back up was able to pre-install. Could be a huge coincidence though.
Not available on PC for me yet. PS5 is pre-loading, but PC still says “This game can’t be installed yet.” 
Will try re-boot.
Tried logging out of Battlenet and back in and still says it is not available to download yet.
ETA: Rebooting my computer now.
Finally. Didn’t need to reboot, but it took closing and opening bnet 4 times.
Oh! there was something about you can only pick one platform per game key for pre-install, something like that… If you chose PS5 then you’re stuck with that, I think.

Rebooting did the trick. Installing now. Just 48 hours to go!

Same 1904 EDT it opened.
Restarting the Battle.net launcher got me the install button.
If you’re not going to utilize them, don’t waste time with the high-res textures. Cuts the download/install in half.
